While it may be feasible to transfer the powers of Congress into the hands of the People, it does not follow that this could also be done with the executive branch. Impartial enforcement of federal and state law, both constitutional and statutory, effective coordination of a solid national defense, and daily administration of public policy must be carried out by accountable officials so charged, not subjected to the results of daily polls or the impromptu deliberations of committees.
Accountable individuals of courage, talent and sound judgment are indispensable to daily governance. Polls and committees only serve to average out all of the above.
