A political movement almost always requires a charismatic leader perceived as an outsider. But to the extent that this leader begins to cooperate with the existing system, rather than to make demands of it, he loses his legitimacy in the eyes of his own supporters.
It is much more likely that significant reform will be brought about by those within the system acting in the aftermath of a single shocking event. Unfortunately, this galvanization of the public often comes at the expense of innocents--both the victims in that tragedy and those of us who must now live with its legislative consequences.
