There exists no distinguishable line between what is of public interest and of self interest, so long as both are embodied in the same voter. It ought not be expected that voters who would benefit very little from a proposed initiative would yet support it as strongly as those who would benefit much more. And why should they bear the costs?
Furthermore, where the legislative powers were divided equally among our thousands of local voting precincts, the line between the public interest and the self interested would be all but eradicated. Then only those issues of immediate public interest and compelling self interest could win sufficient support in enough precincts to be imposed upon us on a national scale.
